When the original cannot leave your hands
A certified true copy exists for the case where you cannot release the original, or where the receiving party will not return it. A Notary Public certifies that the copy matches the original, and the Ministry of Foreign Affairs requires that certification before it will attest a photocopy of a government document.

Worth knowing
For documents JPN can reissue, such as birth or marriage certificates, a fresh certified extract is often cheaper and faster than notarising a copy.
